David Esquivel

David is the current Director of Public Works. He graduated from Texas Tech University with a Bachelors of Science in Civil Engineering. David has over 10 years of experience working in Municipal Government. He enjoys being a part of providing services that people need every day and forming great relationships with people in the community as well as the workplace. When he is not at work, he enjoys spending time with his family, including his twin girls and son born only 16 months apart. The motto he works by is: “A good plan partially implemented is always better than a perfect plan not implemented at all.


John Escamilla

John is the current Utilities Superintendent of the Department of Public Works. He has worked for the city for over 24 years. His favorite part of his job is being able to complete major in-house utility projects safely, promptly, and at a huge savings to the city compared to a contractor. A true outdoors-man, he enjoys hunting, fishing, and R.V. camping with his family. His favorite quote is by Mark Twain: “My father was an amazing man. The older I got, the smarter he got!”


Steve Purvis

Steve is the Streets & Parks Superintendent in the Public Works Department. He has worked here for the past 13 years. He attended college at Sam Houston State University and graduated with a B.S. in Psychology, a B.S. in Kinesiology, and attained his Secondary Education Certificate. Steve’s favorite part of working in the Public Works Department is working with employees and fostering personal growth and development while figuring out creative solutions to issues and challenges. Some of his hobbies are playing guitar, barbecuing outdoors, and spending time with friends and family. Steve’s motto that he lives by is to “Lead by example.”

Meagan Mageo 

Meagan is the Project Coordinator for the Public Works Department. She attended Sam Houston State University, graduating in 2015 with a Bachelors Degree of Science in Criminal Justice. She is currently attending Sam Houston State University to attain a Masters Degree in Public Administration. Her favorite part about her job is working with citizens and the department’s amazing staff. In her free time, she likes to scrapbook, cook, and spend time with her family, especially her son. Her favorite quote is: “Never look back on your life as regret, look back as lessons learned.” 

Justin Pruitt

Justin is the Construction Manager/ Inspector for the Public Works Department. He has been employed with the City of Tomball for 11 years, previously Justin worked in the Utilities department as a Crew Chief. His favorite part of his job are the individuals he works with daily and meeting new individuals out in the field. Justin is a graduate of Tomball High School and enjoys fishing, hunting and spending time with his beautiful wife and four amazing children. His favorite quote is "Get your facts first then you can distort them as you please" - Mark Twain.

Sandra Martin


Sandra is the Administrative Assistant for the Public Works Department. She has worked here for the past 19 years with 20 years of experience in the water, gas, sewer, streets and parks departments. She attended North Harris Community College and North Texas State University, along with computer, safety operation, and various other utility courses. Sandra’s favorite part of her job is working with coworkers, helping residents and customers of Tomball, and experiencing the City’s growth. She enjoys volunteering with “The Tomball Sister City Organization” and she has organized 21 German Heritage Festivals in Tomball. She has also hosted over 50 foreign exchange students from Telgte, Germany. In 2012, Sandra and her husband, Grady, were awarded the Tomball Citizen of the Year award. Her hobbies include fishing, playing bingo, and spending time with her 7 grandchildren. The motto she lives by is “Be a team player.”

Danny Hitchcock

Danny is the Water & Sewer Foreman for the Utilities Department of Public Works. He has lived in Tomball all his life and has worked for the city for 25 years. He enjoys helping the citizens of Tomball and, in his spare time, restoring old cars. His favorite quote is “It’s 5 o’clock somewhere.”


Dewayne Osgood

Dewayne is the Gas Foreman in the Public Works Department. He has worked here for the past 13 years and has 13 years of experience in the gas field. His favorite part of working in the Public Works Department is meeting new people in Tomball, TX. Some of Dewayne’s hobbies are hunting, fishing, and camping. His favorite quote is “Better to burp and bear the shame than not to burp and bear the shame."

Glen Williams

Glen is the Waste Water Treatment Plant Supervisor in the Public Works Department. He has worked here for the past 4 years and has 28 years of experience in the utilities field. He attended Lone Star College and took management courses. Glen’s favorite part of working in the Public Works Department is working with his co-workers, solving problems, and making plant and work environment improvements. Some of his hobbies are golfing, traveling, hunting, and fishing. Glen’s motto that he lives by is to “Live life like there is no tomorrow.”


Rodney Fisher

Rodney is the Streets & Parks Foreman in the Public Works Department. He has worked as a foreman for the past 3 years and has 13 years of experience. His favorite part of working in the Public Works Department is interacting with co-workers. Rodney enjoys shoeing horses and working on a ranch. He never fails to make people laugh and his favorite quote is “Shoot low sheriff, he’s riding a Shetland.”
