Staff Biographies

Beth Jones, PE

Beth is the Director of Public Works and prior to becoming Director, she was Tomball’s City Engineer. Beth holds a Bachelor of Science in Civil Engineering from Rice University and a Master of Science from University of Houston. She has over 10 years of experience in engineering and utilities working in consulting, higher education and municipal government. Beth volunteers on various boards and committees serving the greater Tomball area where she lives with her husband and two children. She has also had the opportunity to live overseas and has traveled to over 30 countries. In her free time, Beth loves to grab her passport and head out for another great adventure.

John Escamilla

John is the current Utilities Superintendent of the Department of Public Works. He has worked for the City for over 28 years. His favorite part of his job is being able to complete major in-house utility projects safely, promptly, and at a huge savings to the city compared to a contractor. A true outdoors-man, he enjoys hunting, fishing, and R.V. camping with his family. His favorite quote is by Mark Twain: “My father was an amazing man. The older I got, the smarter he got!"

Justin Pruitt

Justin is the Streets, Drainage and Parks Superintendent for the Public Works Department. He has been employed with the City of Tomball for 15 years, previously Justin was the Construction Manager/ Inspector before being promoted to his current position. His favorite part of his job are the individuals he works with daily and meeting new individuals out in the field. Justin is a graduate of Tomball High School and enjoys fishing, hunting and spending time with his beautiful wife and four amazing children. His favorite quote is "Get your facts first then you can distort them as you please" - Mark Twain.

Meagan Mageo

Meagan is the Project Coordinator for the Public Works Department. She attended Sam Houston State University, graduating in 2019 with a Masters Degree in Public Administration. Her favorite part about her job is working with citizens and the department’s amazing staff. In her free time, she likes to scrapbook, cook, and spend time with her family, especially her son and daughter. Her favorite quote is: “Never look back on your life as regret, look back as lessons learned.”

Lexi McMinn

Lexi is the Administrative Assistant for the Public Works Department. She began as a Summer Intern in 2015 for the department before being hired full time September of 2016. Her favorite part of her job is the staff she is able to work with because they are the "give the shirt off their back, without hesitation" kind of individuals. Lexi graduated from Magnolia West High School in 2014 and is attending Lone Star College working on obtaining a Bachelor in Business Administration. In her free time she enjoys barrel racing which has consumed her life since she was seven years old. Lexi’s favorite quote is "The only person you should try to be better than is the person you were yesterday" - Matty Mullins.

Rowdy Scott

Rowdy is the Construction Manager/ Inspector for the Public Works Department. He previously worked for our Utilities department and has recently returned to oversee infrastructure projects.  Rowdy graduated from Magnolia High School is attending LoneStar College to obtain his Civil Engineering degree.  His favorite part of the job is being able to watch project start from nothing and become something that betters the community we serve.  Some of his hobbies include hunting, fishing and spending time with his family. Rowdy’s favorite quote is "If opportunity doesn’t knock, build a door" - Milton Berle. 

Glen Williams

Glen is the Waste Water Treatment Plant Supervisor in the Public Works Department. He has worked here for the past 8 years and has 32 years of experience in the utilities field. He attended Lone Star College and took management courses. Glen’s favorite part of working in the Public Works Department is working with his co-workers, solving problems, and making plant and work environment improvements. Some of his hobbies are golfing, traveling, hunting, and fishing. Glen’s motto that he lives by is to “Live life like there is no tomorrow.”

Will Goff

Will is the Water & Sewer Foreman for the Public Works Department. He has been with the City of Tomball in Utilities for 15 years, and has over 20 years of experience in Water & Wastewater. His favorite part of the job is all of the people he works with and being able to serve the citizens of Tomball. Will enjoys going on cruises, fishing on the coast, and spending time with his beautiful wife and son. His favorite quote is “Anything worth doing, is worth doing right.”

Dewayne Osgood

Dewayne is the Gas Foreman in the Public Works Department. He has worked here for the past 17 years and has 17 years of experience in the gas field. His favorite part of working in the Public Works Department is meeting new people in Tomball. Some of Dewayne’s hobbies are hunting, fishing, and camping.  The quote Dewayne lives by is "Stay positive, work hard, and make it happen." 

Jeff Ford

Jeff Ford is the Parks Foreman in the Public Works Department. He has worked here for the past 9 years and has 16 years of experience in the this field.  Jeff’s favorite part of working in the Public Works Department is the enjoyment of working with fellow employees and meeting citizens on a daily basis while doing things for the city to ensure a clean and trouble free town. Some of his hobbies are keeping up with his twins, hunting, wood work, working cattle, and doing anything outdoors. Jeff’s motto that he lives by is "Let’s not wait, lets do it today."

Philip Scott 

Philip Scott is the Streets and Drainage Foreman in the Public Works Department.  Phil joined the City of Tomball with 42 years of experience in the field and has currently been with the City for a year.   His favorite part of working in the Public Works Department is the family atmosphere.  Some of his hobbies include camping, fishing and spending time with his family.  Phil’s favorite quote is "Learn from the mistakes of others.  You can’t live long enough to make them all yourself" - Eleanor Roosevelt.
