Since Dec. 20, 2022, the City of Tomball has been unable to access its utility billing system to generate customer bills or accept payments. We know this experience has been frustrating for our customers and residents, and we appreciate the patience and understanding our community has shown as we restored our system. Over the next few weeks, we will resume regular utility billing operations and will begin accepting payments and issuing bills.
To allow our customers time to receive and review bills and make payments, we will roll out additional information over the next few weeks as we reactivate various systems and generate bills.
DECEMBER BILLS
- December 2022 bills were originally due on December 31, 2022.
- We have extended the due date for December bills to March 17, 2023. There will be no late payment penalties or disconnects if you pay your December bill in full by March 17, 2023.
For customers who have not yet paid their December bill:
- If you have not yet paid your December bill, you will have until March 17, 2023, to make a payment without a late penalty.
- If your payment is processed via a City-initiated bank draft, your payment for your December bill will be initiated on Friday, February 17, 2023.
- If you make a payment via a pre-arranged credit card draft or typically pay online, you will need to make a payment through another method as we are not able to accept credit cards at this time.
- Please review the Payment Information section below for ways to pay your bill.
For customers who have partially paid their December bill or have paid an estimated amount
- If you provided partial payment of your December bill, your payment has been recorded and the balance will be reflected on your January 2023 bill.
- If you have a balance remaining on your account after your partial payment, you will not be charged a penalty if the balance of your payment is received by March 17, 2023.
- If you paid an estimated amount and the payment is greater than your bill amount, your account has been credited the full amount and you will see a credit on your January 2023 bill.
For customers who have fully paid their December bill
- If you made payment prior to December 20, your payment has been recorded and applied to your account.
- If you made payment via check, money order, or cashier’s check on or after December 20, your payment has been recorded and applied to your account.
PAYMENT INFORMATION
At this time, we are still unable to process credit card payments and online payments. However, you may pay your bill one of the following ways:

- We can accept cash, cashier’s checks, money orders, or personal checks.
- Office hours are 7:45 a.m. to 5 p.m., Monday through Thursday, and 7:45 a.m. to 4 p.m. on Friday.

- We can accept cashier’s checks, money orders or personal checks only.
- Please make sure to include your account number and service address or bill stub with your payment.

We will provide additional notice when our credit card payment system and online payment system are restored.
Payment Plans
We understand the change in the utility billing schedule could produce a hardship for customers. If you want to discuss a payment arrangement, please contact City of Tomball Customer Service at (281) 290-1450.
ADDITIONAL INFORMATION
- Various systems are being brought back at different times. This could lead to customer notifications being auto-generated through those systems as they are reactivated.
- Please call us at (281) 290-1450 or email customerservce@tomballtx.gov if you have any questions about a notice you receive.
- We will not apply any late penalties or process disconnections for non-payment due to system interruptions based on extended due dates for payments.
