The City of Tomball, Harris County, Texas is accepting sealed proposals for Professional Services for Grant
Management to assist the City in its application(s) for and implementation of one or more contracts, if awarded,
from the General Land Offices CDBG-MIT program.
Sealed proposals shall be addressed to Meagan Mageo - Project Coordinator, City of Tomball, 501 James
Street, Tomball, Texas 77375 and shall be labeled “RFP Number 2020-12 – “Professional/ Administration
Services”, “DO NOT OPEN”. Proposals will be accepted until 10:00 AM CST on Thursday, September 3,
2020. The City reserves the right to negotiate with any and all individuals or firms that submit proposals and
may award one or more contracts to one or more service provider(s).
Upon consideration of the qualifications submitted, the City of Tomball reserves the right to accept or to reject
any submittal, to waive technicalities and to make any investigation deemed necessary concerning the bidder’s
ability to provide the service(s) required and covered by the specifications, and to accept what in its judgment is
the most advantageous bid.
During the period between the Request for Proposal, submission date, and the contract award, respondents
including their agents and/or representatives/owners, shall not directly or indirectly promote their proposal or
bid to any member of the Tomball City Council or City staff except in the course of City-sponsored inquires,
briefings, interviews, and/or presentations requests. Violation of this provision may result in the rejection of the
respondent’s Proposal submittal.

Section 3 Residents and Business Concerns, Minority Business Enterprises, Small Business Enterprises and
Women Business Enterprises, and Labor Surplus Area firms are encouraged to submit proposals.
