The City of Tomball, Harris County, Texas is accepting sealed qualifications from a multi-disciplinary team with significant experience in the development of guiding documents which includes updates to the Comprehensive Plan (Comp Plan), the Major Thoroughfare Plan (MTTP) and the creation of a Unified Development Code (UDC).

Sealed qualifications shall be addressed to Meagan Mageo - Project Manager, City of Tomball, 501 James Street, Tomball, Texas 77375 and shall be labeled “RFQ Number 2023-06R – “Comp Plan, MTTP & UDC Update”, “DO NOT OPEN”.   Proposals will be accepted until 2:00 PM CST on Thursday, February 9, 2023.

Upon consideration of the qualifications submitted, the City of Tomball reserves the right to accept or to reject any submittal, to waive technicalities and to make any investigation deemed necessary concerning the bidder’s ability to provide the service(s) required and covered by the specifications, and to accept what in its judgment is the most advantageous bid.

During the period between the Request for Qualifications, submission date, and the contract award, respondents including their agents and/or representatives/owners, shall not directly or indirectly promote their proposal or bid to any member of the Tomball City Council or City staff except in the course of City-sponsored inquiries, briefings, interviews, and/or presentations requests. Violation of this provision may result in the rejection of the respondent’s Proposal submittal.
