Project Overview
The City of Tomball is in the process of updating the Comprehensive Plan. The plan will help the City maintain its character, enhance the quality of life for its residents and support economic development. The current comprehensive plan was adopted in 2019. Comprehensive Plans should be updated every 5-10 years. Through this process, the City will be updating the Comprehensive Plan to ensure that the recommendations reflect changes in the community over time.
This plan will help guide decisions related to:.

- Transportation
- Downtown Assessment
- Economic Development
- Housing
What is a Comprehensive Plan?
Comprehensive Plans are tools that provide strategic guidance and direction for the future growth and development of the community and establish a 10 to 20 year vision for the City. A comprehensive plan is a foundational document that:
- Establishes and guides City policies and decisions;
- Combines City plans into one document;
- Provides the basis for zoning and land use decisions; and
- Provides the basis for Capital Improvement Plans.
Project Schedule and Events
The Tomball Comprehensive Plan process will occur over a 12-month period between August 2023 and August 2024. The process can be described in four general phases:
- Project Initiation
- Drafting Vision
- Developing the Plan
- Finalizing the Plan
The City will host a variety of meetings, events, and engagement opportunities that will be open to the public including:
- Community Open Houses
- Community Events
- City Council and Planning & Zoning Commission Workshops
- Stakeholder Interviews
- Online Surveys
- Contacting the Project Team through the project page.

Upcoming meetings and events include:
- Visit the Community Feedback Booth at the Depot Day Fall Fest, 11 a.m. to 6 p.m., Saturday, November 4 at the Tomball Depot Plaza (201 S. Elm St.)
Previous meetings and events include:
- Joint City Council/Planning & Zoning Commission Workshop, 5 p.m., Monday, October 9 at Tomball City Hall (401 Market St.).

Focus Group
The role of the Comprehensive Plan Focus Group is to serve as ambassadors of the plan to the community and provide guidance to the planning team to ensure proposed updates to the comprehensive plan reflect the interests of the community.
