Electronic Submittals (SmartGOV)


The City of Tomball electronic submittal process has changed as of Jan. 1, 2024. Please make sure you follow all instructions below to properly submit your applications.

ALL application/plan submittals and inspection requests must be submitted via the online permitting program "SmartGOV". Previous systems for submitting applications/plans and requesting inspections have been discontinued:

  • All NON-RESIDENTIAL projects which have NOT received permits PRIOR TO January 1, 2024, will be migrated into SmartGOV. To access existing projects within SmartGOV which you have previously submitted contact the Community Development Office at:
  • All RESIDENTIAL building permit applications submitted PRIOR TO January 1, 2024, will be completed within the old system. For help submitting revised plans and/or scheduling inspections for these residential projects within the old system please contact the Community Development Office at:
